혼란 속의 유럽(Europe in Causion)은 20세기 초를 배경으로, 두 명의 플레이어가 각각 당시 유럽에서 정치적 이념이 득세한 역할을 맡아 한쪽은 자유당(자유당뿐만 아니라 사회당 원칙을 대표함)을, 다른 한쪽은 권위주의(압압압압압압박당)를 펼치는 카드 구동 게임이다., 독일, 오스트리아-헝가리, 러시아의 독재 정권.

카드 게임 메카닉은 1989년 트와일라잇 투쟁과 밀접한 관련이 있으며, 앞서 언급한 게임들의 우주 경쟁/천안문 트랙과 가장 근접한 동등한 해군 군비 경쟁과 밀접한 관련이 있다.

이 지도는 오스트리아-헝가리, 프랑스, 독일, 러시아의 4대 초강대국이 장악한 대륙 유럽의 정치가 빅토리아 시대 말기 유럽의 정치현실을 나타낸 것이다. 나머지 유럽 국가(및 북아프리카)는 '독립적인' 의뢰국들로 대표되는데, 이들은 게임에서 이기기 위해 윙&인용된다.

많은 사건들이 세계 대전을 일으킬 수도 있었던 역사적 위기를 언급하고 있다. 이 사건들은 유럽 국가들 사이의 긴장을 증가시키고, 현재의 긴장과 유럽의 주요 강대국들에 의해 만들어진 동맹의 양에 의해 수정된 위기 롤을 일으킬 것이다. 결국 텐션을 세심하게 관리하지 않는 한 이 같은 위기 롤은 전쟁의 발발과 최종 스코어링을 거쳐 게임을 종료하는 '위기의 불씨'가 될 것이다.

중앙유럽의 강력한 권위주의 제국은 증가하는 자유주의에 대항할 것인가? 노동자들은 지배적인 부르주아, 귀족, 군주제를 축출하기 위해 땅에 굶주린 농부들과 소외된 지식인들과 힘을 합칠 것인가? 윌 “1차 대전 발발, 현상 유지가 깨진다고요? 이것들과 다른 흥미로운 가능성들은 곧 선수들에게 개방될 것이다.

Europe in Turmoil is a card-driven game set at the beginning of the 20th Century in which two players each assume the role of a political ideology ascendant in Europe at that time, with one side playing the Liberal (representing not just Liberal but also Socialist principles) and the other side playing the Authoritarian (representing the repressive, autocratic regimes of Germany, Austria-Hungary and Russia).

The card playing mechanic is closely related to that of Twilight Struggle or 1989: Dawn of Freedom, with the Naval Arms Race (representing the Dreadnought build-up between Germany and Britain) the closest equivalent to the Space Race / Tiananmen track from the aforementioned games.

The map represents the political reality of Europe in the late Victorian era, with the politics of continental Europe dominated by the four superpowers of Austria-Hungary, France, Germany and Russia. The rest of the Nations of Europe (and northern Africa) are represented by 'independent' client states who are to be "taken under the wing" to win the game.

Many of the events refer to (historical) crises which could have started a World War. Each of these events will increase the Tension between the European Nations and cause a Crisis roll, a roll modified by both the current Tension and the amount of Alliances that have been made by the major powers of Europe. Eventually, unless Tension is managed carefully, such a Crisis roll will spark the Outbreak of the Great War, ending the game after resolution of the war and a final Scoring.

Will the strongly Authoritarian Empires of Central Europe hold out against rising Liberalism? Will the Workers combine forces with land-hungry Farmers and marginalized Intelligentsia to oust the ruling Bourgeois, Nobility and Monarchy? Will “The Great War” break out, shattering the Status Quo? These and other exciting possibilities will soon be open to players.
